Chances are your probably banned from scouting because someone you scouted got themselves banned.
When someone you scouted gets banned from the portal, they take away the scouting privilege of the person they scouted. So that means they can still upload, but they can't scout anyone.
So in this case, someone you scouted probably got banned, and in turn you're banned from scouting.
I'm not guaranteeing that this is the definite answer, but is probably the most logical one.
So to answer your question, no, you arent banned from the portal. You cant scout anyone though..
