This is a heavily modified Ultra Hauler, an old school proprietary cargo vehicle of which only three were ever built. The Electro-Communists, back when they were just a study circle, found the flagship abandoned and soon after moved in. When they got it fixed up they quickly discovered why Ultra Haulers never caught on - they're very, very slow. Thanks, however, to some clever overclocking, dangerous experimental engineering and the expropriation of an Atomo-Reactor, they've got their new party headquarters moving at a smooth 18kmph!
